This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 . As a CONTRACT SPECIALIST at the NH-1102-3 some of your typical work assignments may include: Contract Specialist is responsible for the daily execution and advancement of an assigned portfolio of transportation and related contracts as designated by your Branch Chief through the effective utilization of Acquisition Policy, Procedure and Regulation to meet organization and customer needs. Provides business advice and is a technical authority and Subject Matter Expert (SME) covering a wide variety of complex transportation and related acquisitions during all stages of the acquisition planning process to ensure effective award and management of customer requirements. Continues to seek Acquisition training to ensure evolving acquisition reform initiatives, including removing barriers to commercial practices and competition, are reflected in acquisition documents so contract execution aligns with AF/DOD doctrine. Provides workforce (customers and contractors) guidance and training, researches and provides informed recommendations on problems, initiates corrective action and performs follow-up, which result in positive outcomes for the organization and installation thus promoting workforce development. Provides flexible, creative, and responsive solutions to meet variety of complex transportation/operational issues. Performs all pre-award and post-award functions for a wide variety of complex and/or specialized acquisitions, using a wide range of contracting methods and types, and to procure commodities and/or services for complex and/or diversified programs. Serves as a SME and advisor to management, customers, and contractors in assignment area relative to the market, the industry, specifications, socioeconomic concerns, and similar matters. Analyzes difficult contracting and operational issues; determines, recommends and/or implements course of action with extremely stringent time frames. Formulates the negotiation strategy and identifies areas subject to negotiation (e.g., price, quantity discounts, packaging, payment discounts, transportation, and delivery). Prepares correspondence, reports, memoranda or other documents and briefings (scheduled or ad hoc) that support contractual actions or recommendations. Participates in special projects and initiatives and performs special assignments.

You may qualify at the NH-03 , if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-02/GS-11 grade level in the Federal service as listed below: Providing business advice to customers and performing all pre-award/post-award functions, using a wide range of contracting methods and types to procure complex and/or diversified transportation and related services and/or commodities Providing business advice, guidance, training, and assistance to team members, technical or program personnel, functional commanders, and/or contractors on contractual language, legal responsibilities, acquisition and business related issues, and operational issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 1102, series as listed below: A Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
I am a current DoD civilian employee, in any occupational series, who occupied a similar occupational specialty to the 1102 series while serving in the military on or before September 30, 2000.
I am a current DoD civilian employee, who occupied 1102 series positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000.
I have a combination of two or more of the qualifying circumstances listed above and it is documented in my resume.

Other Notes: ACQUISITION POSITION: This position requires Acquisition Workforce Level II in Contracting.
