Responsibilities

You will: Design, develop and implement new software applications to meet program needs.

Modify, test, install, implement, and support applications.

Ensure rigorous application of information security/information assurance policies, principles, and practices to the delivery of application software services.

Coordinate activities with program staff in order to meet program needs and maintain compliance with industry and agency standards for software applications.

Provide technical advice and recommendations on the projects or delivery/task orders in relation to the design, development and deployment of IT systems.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. Qualifications

To qualify for this position, you must have either:-IT-related experience demonstrating each of these four competencies: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail; 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations;OR-a bachelor's or higher degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems, or networks. For information about accreditation requirements, visit EPA Announcement Policies and Procedures.In addition to the basic requirements above, you must meet the following requirements:To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as deploying software applications that meet organizational needs; modifying, testing, software applications; assuring software and systems quality and functionality.Your answers to the online assessment will be used to evaluate your competencies in the following areas: Knowledge of software and programming techniques.

Knowledge of software and programming techniques, including SharePoint, Salesforce, Java script, C++

Knowledge of information assurance policies, principles, and practices.

Skill in project management.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks OR demonstrate IT-related experience demonstrating each of the 4 competencies below, the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training as appropriate. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations, knows about available products and services; is committed to providing quality products and services.
